No one can be certain of the truth, and most of us know we can never be certain, yet we honestly use factive verbs like know and learn and remember all the time. We must have an intuition of a degree of certitude that is so high, and so warranted by standards we share with our audience, that we can vouch for the certainty of a particular belief, while realizing that in general (though presumably not this time) we can be mistaken in what we say.
