Also, do a majority of the local residents interested in biking live within the biking distance of their places of employment? In this argument, the author assumes that many of the residents in the town will ride a bike instead of drive their cars to work. However, the scenario may be not the case. It is possible that, for most residents, the average distance from home to work is above 20 miles or even more, which is too far for them to ride to work even if they want to do so. Therefore, the residents are essentially obligated to take the highway. In an ideal world, the residents would ride a bike to work, but if the reality is such that they cannot do so because of the logistics of their situations, then driving a car to work via the Blue Highway is the only possible solution. If the above is true, then the validity of the argument will be challenged.
In conclusion, the argument, as it stands now, is seriously flawed due to its reliance on two unwarranted assumptions. If the author is able to answer the two questions above and provide more evidence, then it is possible to fully evaluate the validity of the recommendation to add a bike lane to Blue Highway.
